1 The Rules of Golf and Amateur
Status 2004-2008 as approved by the Royal & Ancient Golf Club shall apply
at all times save as hereinafter modified.
2 Games shall be played each month
by arrangement.
3 All players shall play by their
official “Last Hoorah” handicap from time to time in force (as maintained and
advised by Mr H. Osler Esq.) in The Stakes (see post)
Handicapping
4 Mr H Osler Esq. shall be the handicap
secretary and post up to date handicaps by email and on the Hoorah website,
notwithstanding any club or other society handicap.
5 Categories of handicap shall be
as follows:
a) 0-6 .1
b) 7-12 .2
c) 13-18 .3
d) 18+ .4
6 Handicaps will be adjusted on a
game to game basis as follows. For each
stableford point gained in excess of 36, the player shall be deducted that
number of excess points multiplied by his category of handicap. The same method shall be used for the number
of points fewer than 36 stableford points the player scores to adjust the
handicap upwards.
6.1 The maximum amount by which a
player may be adjusted is 2 strokes per round or 3 strokes per 36 holes
6.2 It was decided at the AGM in January 2016 that at each event all of the scores on the door would be adjusted upwards (if necessary) so that the winner scored at least 38 stableford points (and would be cut accordingly) - herein after known as the TEPAC (Thirty Eight Point Adjusted Congu) system - thereby meaning that the winner is ALWAYS suffer a cut
The Stakes
7. On or before the first tee, each player shall provide to the treasurer (Mr N Mukherjee Esq.) the sum of £5.00 which shall be divided between the following competitions:
a) Highest net stableford front 9 points tally - £1
b) Highest net stableford back 9
points tally - £1
c) Highest 18-hole net stableford
points tally - £1
d) Lowest gross medal score over par 3’s - £1
e) Contribution to the “Birdie Pot” - £1
8. The player who finishes first in
each category marked a-e above shall win the money in the pot for that
category.
9. At the end of the round the “Birdie Pot” shall be divvied out as follows:
a) To anyone who makes an eagle the whole pot; or if none
b) To anyone who makes a birdie
If there is any excess at the end of the game (i.e. less birdies are made than money in the Birdie Pot) it has now been decided by common concensus (and to avoid NM "losing" such funds in his unfathomable accounting system) then the excess will be applied to beer and curry as appropriate!
10. A new system of countback shall operate for categories 8(c) only from 2008; in the event of a tie, the winner shall be:
a) The
player with the most eagles in the respective competition; or if tied
b) The
player with the most birdies; or if tied
c) The
player with the most pars; or if tied
d) The
net winner on Stroke Index 1; of if tied
e) The
net winner on Strike Index 2; or if tied
f) Etc
11. At each event except the final round of the year (usually played at Royal St Georges or Hayling Island), the winner shall score the number of points equating to the number of Hoorah players; i.e. if there are 7 members then the winner shall score 7 points etc.
12. There will be no ties or shared
points in the HOOM since Rule 11 came into operation
13. Guests may compete in the daily
events but will not score HOOM points
14. At the final round of the year
(usually being either Royal St Georges or Hayling Island) points shall count double.
15. If a player does not tee off on the
first hole he shall not score any points
16. The winner of the HOOM shall win and be required to wear the coveted Red Jacket for each official Hoorah event in the following year culminating in the end of year AGM
17. At the end of each year the winner
shall adorn the Red Jacket with a suitable badge or other memorabilia of his choice.
18. The player who makes the most eagles
shall win the “Big Bird Trophy”, or if none the player with the most birdies
shall win; this trophy can be tied.
19. The player with the lowest average
putts per round over the year will win the President’s Putter
20. The members are encouraged to donate
trophies as appropriate
Disputes
21. Any dispute regarding these rules
shall be referred to Mr H Osler Esq. as a Solicitor of the Supreme Court of
Judicature for arbitration whose decision shall be final and binding. In case of conflict of interest, the dispute
shall be referred to Mr P Barnes Esq. as another and
wholly independent Solicitor of the Supreme
Court of Judicature whose decision shall be binding.
22. The Human Rights Act 1988 and all its
provisions is excluded from these Rules and in respect of any dispute, there
shall be no right of appeal, and no right to a fair and proper hearing.
